SB 566 is the California Industrial Hemp farming Act and it is now law. Governor Jerry Brown signed the Bill this past Wednesday. State Senator Mark Leno (democrat) has been on this issue since 2005. The bill authorizes California to cultivate Hemp as soon as the government allows it. But technically it already does.
In 1970, the Ninth Circuit Court of Appeals ruled that the federal
Controlled Substances Act of 1970 "explicitly excludes nonpsychoactive
hemp from the definition of marijuana," a decision that the federal
government never appealed.
Several California governors have issued a veto to the Hemp bills in the past, but due to the economic success of Hemp in other countries and coupled with the fact we important Hemp, it seems California is waking up.
Currently more than 30 countries (including Canada, Great Britain, France, Germany and China) and nine states have gone in this direction. Of first legalizing its cultivation and then waiting to see what the Federal government will do with it. Many speculate that with Holder's admission that the Federal government would not pursue states that have legalized Marijuana use through ballot iniatives, this seems to support a sense of security for farmers.
Only time will tell how this will play out but as far as Industrial Hemp is concerned; it is still a no brainer. Sb 566 is a reactionary bill that is dependent on the Federal. But it is still a sign that the fear is beginning to wane.

The Cannabis Legalization Movement has long wanted
to have Congressional or Senate Hearings

1.) the rational thinking and hard data that verify PROHIBITION as a failed policy which ruin personal lives as well as the future of the following generations;
2.) the most significant scientific studies pertaining to medical marijuana and the need to stop arresting sick people and those who are caring for them;
3.) the hard data that verifies the cost of arresting people for using marijuana (as well as other items found in the black-market) is something society can no longer afford;
4.) the historical evidence (along with the current needs of the world today such as the mess at Fukushima or world hunger) which demand that humans MUST reintroduce industrial hemp back into the global agricultural markets in order for us and the planet to survive;
5.) the steps NECESSARY TO TAKE TO END THE GLOBAL WAR ON DRUGS - which is further complicated by the many anti-drug international treaties.
'Time 4 Hemp' is tired of waiting for the Cannabis Movement to be given such an invitation and has organized this 5 conference series. During each 2-hour commercial free broadcast, moderators will conduct discussions with 6 expert panelist brought together from all corners of the earth to present the most current research and statistics concerning this trillion dollar industry. Germany ECOLAR sets the standard in Europe Hemp construction
Solar Decathon Europe got all fired up when Germany's Ecolar house got first place in the Engineering competition, placing it second overall in this year's contest! Judges recognized the team's thoughtful incorporation of several solar solutions,
ecological and financial sensitivity, as well as their crafty emphasis
on modularity. A flexible design that expands or shrinks to accommodate
different users, ECOLAR also uses three different kinds of vertical and
rooftop solar panels to generate energy. The team rounded out the
remarkable project by insulating the compact home with one of the
world's most renewable and sustainable materials: hemp!
ECOLAR’s basic construction, comprised of beams and columns, essentially stays the same but can be configured differently based on the homeowner’s preferences. In keeping with the mandates of genuine sustainability, the team stuck to sustainably-sourced wood for construction, and then incorporated hemp insulation in the floors, walls and ceiling to prevent thermal loss. Despite being outlawed in some countries, this really is one of the most sensible materials to use in construction today.
The vertical and rooftop solar panels are all different and can be either opaque or semi-transparent depending on where they are placed. In addition to generating energy – about 14,371 kWh each year in Germany – these panels also contribute to the home’s aesthetic appeal and passive design. All of the technical equipment is housed in a super cabinet behind the kitchen panel that slides in and out, providing plenty of space in which to conduct any necessary electrical or mechanical tune ups or repairs.
