The bill, which redefines hemp as an agricultural commodity, explicitly removes hemp from the purview of the Controlled Substances Act and the jurisdiction of the Drug Enforcement Administration, thereby paving the way for a massive expansion of economic opportunities across all sectors of the hemp industry.<br />

While this bill allows state and tribal governments to impose their own restrictions and requirements, members of the hemp industry can now work with federally regulated institutions such as banks, merchant services, credit card companies, and advertising platforms. Further, hemp farmers can finally access needed crop insurance and can fully participate in USDA programs for certification and competitive grants. In addition, interstate transport of hemp and hemp products will be legal in all 50 states. The bill specifically defines hemp, whether growing or not, with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3%, including the plant's viable seeds, extracts, and derivatives. <br />

"Despite being able to legally participate in a 2014 Farm Bill-compliant hemp pilot program, every participating farmer took some sort of financial or otherwise substantial risk," said Colleen Keahey Lanier Executive Director of the Hemp Industries Association. "The hemp provision in the 2018 Farm Bill eliminates those risks in favor of full recognition as an agricultural commodity. We are grateful for the collaborative organization support for the updated provisions made by the U.S. Hemp Roundtable, American Herbal Products Association, National Hemp Association, Vote Hemp, Drug Policy Alliance, and NORML."<br />

While CBD has been the most high-profile hemp product in recent years, hemp has been cultivated for the purpose of food and body care products, paper, textiles, and building materials for hundreds of years. Hemp seeds provide the highest content of digestible protein in both the plant and animal kingdoms and a recent study from Spain's University of Seville found that hemp seed may have "favorable nutritional implications and beneficial physiological effects on the prevention of coronary heart disease and cancer." That said, the FDA will continue to exercise jurisdiction over the regulation of ingestible and topical hemp products.<br />

The United States is currently the largest importer of hemp goods in the world. The hemp market generated over $820 million in sales in the U.S. in 2017, up from $680 million in 2016, and is expected to swell to $1.9 billion by 2022. Just under 10,000 acres of hemp were cultivated in the U.S. under agricultural pilot and other programs in 2016, and that number more than doubled to just under 26,000 acres in 2017. Using available data for 2018, the Hemp Industries Association estimates there are upwards of 1,200 licensed U.S. hemp farmers operating on over 40,000 acres, along with hundreds of processors across the nation. Passage into law would set the foundation to nullify the unconstitutional federal prohibition on the same, in practice.<br />

<span id="more-27692"></span>Rep. Paul Curtman, introduced House Bill 170 (<a href="http://www.house.mo.gov/Bill.aspx?bill=HB170&year=2017&code=R" target="_blank">HB170</a>) on Jan. 4. The legislation removes industrial hemp from the state’s list of controlled substances and designates it as an agricultural crop. The bill includes a “shall issue” licensing and monitoring program that would allow larger producers to cultivate hemp for commercial purposes.<br />

On Monday, the House Agricultural Policy Committee passed HB170 by a 10-3 vote.<br />
Under the proposed law, hemp production would be limited to fields greater then 2.5 acres, and does authorize small-scale or home grown hemp for commercial purposes. While these limitations are not ideal, a similar restriction was originally in place in Oregon. Over time as the public’s fear of hemp subsided, an effort began to get the regulations relaxed. In In 2016, Gov. Brown signed a bill into law removing any and all plot-size restrictions on commercial hemp. The bill includes a provision allowing farmers to retain seeds for planting the year following a harvest. In some states, seeds are extremely hard to come by when they cannot be retained year over year and farmers have to rely on the federal Drug Enforcement Agency (DEA) for their supply.<br />
To defuse law enforcement opposition and address claims that industrial hemp would be indistinguishable from it’s sister plant, marijuana, the legislation also includes a provision which allows the Department of Agriculture to require an “Industrial Hemp Monitoring System,” which is defined in the bill as:<br />

<em> an electronic seed-to-sale tracking system that includes, but is not limited to, testing and data collection established and maintained by a grower or handler and available to the department for purposes of documenting and for monitoring agricultural hemp seed and industrial hemp plant development throughout the life cycle of an industrial hemp plant cultivated as an agricultural product from seed planting to final packaging.</em></blockquote>

Passed by both the House and the Senate, <a data-rapid_p="10" href="http://www.ncindhemp.org/downloads/NCIHA-Hemp-Bill.pdf" rel="nofollow">Industrial Hemp Senate Bill 313</a> awaits final approval from <a data-rapid_p="11" href="http://governor.nc.gov/" rel="nofollow">Governor Pat McCory</a>. If approved by the Governor, the state will then establish its Industrial Hemp Commission to oversee the pilot program. This commission, reportedly, will work with the North Carolina Industrial Hemp Association (<a data-rapid_p="12" href="http://www.ncindhemp.org/" rel="nofollow">NCIHA</a>) of which David Schmitt, COO of Hemp, Inc.'s (<exchange name="PINKSHEETS">OTC</exchange>: <ticker name="HEMP">HEMP</ticker>) subsidiary Industrial Hemp Manufacturing, LLC in Spring Hope, NC, is <a data-rapid_p="13" href="http://www.marketwired.com/press-release/hemp-inc-subsidiarys-coo-david-schmitt-elected-north-carolina-industrial-hemp-association-otc-pink-hemp-2054194.htm" rel="nofollow">on the Board of Directors</a>.<br />

Per the Bill (view full Senate Bill 313 <a data-rapid_p="15" href="http://www.ncindhemp.org/downloads/NCIHA-Hemp-Bill.pdf" rel="nofollow">here</a>), the General Assembly declared that promoting and encouraging the development of the industrial hemp industry are in the best interest of North Carolina residents. The industrial hemp industry can "expand employment, promote economic activity, and provide opportunities to small farmers for an environmentally sustainable and profitable use of crop lands that might otherwise be lost to agricultural production."<br />
The bill also states it seeks to "establish an agricultural pilot program for the cultivation of industrial hemp in the State, to provide for reporting on the program by growers and processors for agricultural or other research, and to pursue any federal permits or waivers necessary to allow industrial hemp to be grown in the State."<br />

Thus far, fifty percent of the wiring has already been laid in the cable trays.<br />
The fact that hemp is not yet legal in North Carolina played no role in setting up shop in North Carolina. Executives say the company will process kenaf until Senate Bill 313 goes into effect. "Even with the kenaf, we expect it to produce millions of dollars in revenue a year, which is already legal and very lucrative," said Perlowin. <br />

Perlowin, Schmitt and Boyer met with Kevin Hodge, founder of <a data-rapid_p="23" href="http://hempadobehomes.com/biography-kevin-hodge/" rel="nofollow">Hemp Adobe Homes</a> to discuss pouring the foundation pad for Hemp, Inc.'s 12-foot by 60-foot tall silo on the grounds of the processing facility. The silo, when filled, will weigh over 100,000 pounds. Hodge says hemp adobe will be a great option for the foundation material because it is more structural as opposed to hempcrete.<br />
When asked the difference between hempcrete and hemp adobe in the <a data-rapid_p="24" href="https://www.youtube.com/watch?v=Dn2c14bhC9M&list=PLx-i8cqPaE_B5iBJB4AaBhXSKEKtWldSj" rel="nofollow">latest video update</a>, Hodge said hemp adobe is a refractory (a substance resistant to heat) made of magnesium. Magnesium, coupled with hemp, makes a very structural substance, whereas hempcrete is more of an insulator. Hemp Adobe Homes is in the process of giving Industrial Hemp Manufacturing, LLC a quote for the project. The foundation pad needs to be completed within 60 days.<br />
Perlowin also met with Brian Bullman, Managing Member of <a data-rapid_p="25" href="http://cannagetsome.com/" rel="nofollow">Carolina Canna Distributors</a>, LLC, during HempX. His entire staff was at their booth selling Hemp, Inc.'s cosmeceuticals, along with other hemp products and their line of <a data-rapid_p="26" href="http://cannagetsome.com/" rel="nofollow">energy drinks (CannaEnergy)</a>. On the 3rd floor rotunda will be tables set up for samples, product display, and information about Hemp Economy. This will run from 9am to 5pm.<br />

On the 1st floor rotunda, there will be a viewing of the Hemp film "Bringing It Home". It will start at noon and run until 1pm. There will time for questions after the viewing.<br />

The deal has allowed the state of Kentucky to end its lawsuit against them.<br />
<br />
The deal is now legal and gives the farmers of Kentucky a genuine and legitimate process by which they can procure the seeds they want to farm. This will make the logistical process much easier to approach and in the long term lower production cost. It will also alleviate some of the insurance costs of the process.<br />
<br />
As of right now, Kentucky is the only state to have this in place. We hope it will spread to the entire country.<br />
<br />
Unfortunately, in the deal the Kentucky Department of Agriculture gave the federal government the authority to control the cultivation and the marketing of the hemp. I see this as a loss. This could behave like a commerce clause kind of catch. The federal government now has the authority to control the entire process from seed to final product.<br />

I am glad but also apprehensive. The course is a hands-on tutorial on all aspects of building with the green raw material of Industrial Hemp.<br />

Participants will be building an actual structure using the raw material. Each person will be taught the theory and application of the building material.<br />

It is a standard practice in New Zealand and other countries but is relatively unknown here; which is why I wanted to train people to use it.<br />
<br />
Unfortunately I have not received enough interest to justify the enormous cost of the training. I had eight people contact me and declared that they had the money and time to invest in the training. That number needed to double and then some to make it financially approachable. I did everything I could to keep the cost as low as possible, but this was directly tied to the number of participants.<br />
<br />
I will keep the data sheets that I have collected. If anyone else is interested please contact me and I will keep you on the list. I will update those interested every six months starting now about the possibility of the training.<br />
<br />
If the numbers increase I will try to give everyone a three month advance notice to aid in the planning.<br />
<br />

This is a notice to discover the level of interest for training in Industrial Hemp construction. The options are a day long lecture series or a three day long hands-on (theory to application). The training would likely take place in Missouri and would be fee based. The more involved the lower the fee.<br />
